I know this is supposed to be happening, because I have been following the game since it's development. The purpose of the soundtracks are to play in the game to give you that feel and emotion based off how far you have progressed in the game. I remember them describing it as clockworks and machines to give you that feel of progression where now things are going start to get more industrialized with factories. To give you that feel/mood that you have progressed into the part of the game where now you will start to feel and see more industrialization of your empire. For example when you hit the Engineers population level, you're supposed to start hearing 'Electrical Engineering' soundtrack playing. The developers explained how the soundtracks are to transition depending on your progress to give you that feel of progression. I have heard this track play in game when the developers streamed it on their Twitch Channel. Which is supposed to play the moment you are at the Engineer level. Also the correct soundtrack that should start playing once you hit the engineers is called 'Electrical Engineering'. I have also been experiencing the exact same scenario as you described.
